The Infrastructure and PPP Practice Team has been advising for over 20 years on the structuring and support of PPP projects, other infrastructure projects, and project finance in Russia, the CIS, and other countries worldwide. Their expertise spans transport, energy, industrial production, IT infrastructure, as well as the social and communal sectors.

The lawyers have participated in the preparation and support of the implementation of some of the largest and most landmark infrastructure and other projects in Russia, many of which were pioneering within their respective sectors. This includes the development of strategic federal project initiatives, digital transformation projects for regions, the implementation of federal programmes and the development of social and transport infrastructure facilities, construction of high-tech facilities, and the launch of innovative manufacturing operations. They possess unique experience working on legislative initiatives, legal and institutional reforms in the field of investment and PPP in Uzbekistan, the CIS countries, Central Asia, and the Caucasus.

The team comprises experts with extensive experience in liaising with and representing the interests of major financing institutions, development institutes, and state corporations; construction, manufacturing, and service companies; operators; Russian and international investors; and governmental authorities at all levels of public administration.

Transport

WE advised:
Sberbank, VTB, Sovcombank, VSM Dve Stolitsy, etc. in connection with the financing, creation, and operation of the infrastructure of high-speed public railway transport and the acquisition and operation of high-speed railway rolling stock on the basis of a concession agreement, where the volume of investments is more than 1 trillion rubles;
Avtodor for the project of creation, implementation, and operation of the Intelligent Transport System (SVP, ASUUD, STB) of the Central Ring Road. Development and amendments to the Operator Agreement for the construction and operation of the SVP / ASUUD within the framework of the creation of the Single Operator of the TsKAD;

Arctic LNG 2 in connection with the implementation of an LNG production project (the second largest after Yamal LNG), including the drafting of EPC and equipment supply contracts, preparation and negotiation of an EPC contract under Russian law, and EPC contracts under English law for various components, equipment, and technical parts of the production complex;
