The Infrastructure and PPP Practice Team has been advising for over 20 years on the structuring and support of PPP projects, other infrastructure projects, and project finance in Russia, the CIS, and other countries worldwide. Their expertise spans transport, energy, industrial production, IT infrastructure, as well as the social and communal sectors.
The lawyers have participated in the preparation and support of the implementation of some of the largest and most landmark infrastructure and other projects in Russia, many of which were pioneering within their respective sectors. This includes the development of strategic federal project initiatives, digital transformation projects for regions, the implementation of federal programmes and the development of social and transport infrastructure facilities, construction of high-tech facilities, and the launch of innovative manufacturing operations. They possess unique experience working on legislative initiatives, legal and institutional reforms in the field of investment and PPP in Uzbekistan, the CIS countries, Central Asia, and the Caucasus.
The team comprises experts with extensive experience in liaising with and representing the interests of major financing institutions, development institutes, and state corporations; construction, manufacturing, and service companies; operators; Russian and international investors; and governmental authorities at all levels of public administration.

Transport Projects (Roads and Urban Transport):
Sberbank, Gazprombank, VTB and Sovcombank in connection with the financing, development and operation of high-speed public railway infrastructure and the acquisition and operation of high-speed rolling stock under a concession agreement (the largest concession project in Russia to date – approx. RUB 2 trillion);
Sinara – Urban Transport Solutions regarding projects for the development, reconstruction and operation of public surface electric transport infrastructure in Krasnodar Krai and the cities of Taganrog and Rostov-on-Don (Rostov Region) under concession agreements.
Transport Projects (Airports):
the Amur Region Investment Promotion Agency in relation to the preparation of a project for the reconstruction and operation of Blagoveshchensk International Airport for international and domestic flights; drafting tender documentation for entering into a concession agreement for airport infrastructure and the concession agreement itself;
FSUE "AGA (A)" on the review and approval of documents required for entering into concession agreements concerning the financing, development, reconstruction and operation of aerodrome facilities (airfields, buildings and/or structures intended for take-off, landing, taxiing and parking of aircraft, as well as production and engineering airport infrastructure) at the airports of Kemerovo, Chita and Stavropol.
Transport Projects (Port Infrastructure):
a syndicate of banks on the construction of the Lavna seaport under a concession agreement;
VEB.RF and the Magadan Region Development Corporation on the financial close of the project for the development of port infrastructure for small vessels and a service centre for small-tonnage fleet in Magadan under a concession agreement.
Education Projects:
ANO TsRRO / Moscow on the legal support of the development and operation of an educational complex on the territory of the Skolkovo Innovation Centre under a concession agreement;
VEB.RF and the Rodina Group on the financing of a project for the reconstruction and operation of an inter-university campus in Ivanovo under a concession agreement.
Healthcare Projects:
Gazprombank and VEB.RF on the financial close of a project for the construction, financing and technical maintenance of primary healthcare facilities in Novosibirsk under a public-private partnership (PPP) agreement;
PET-Technology in a tender for the establishment of oncological radiology centres in the Moscow Region (ROSINFRA Award).
Tourism Projects:
the Moscow City Tourism Committee on the development of a programme for the construction and reconstruction of hotels in Moscow under PPP mechanisms;
an investor on the implementation of a project for the development and operation of ski infrastructure as part of the development of the Arkhyz all-season tourist and recreational complex.
Information Technology Projects:
Digital Primorye on the preparation of a project for the development of the "Digital Primorye" information system under a concession; drafting an unsolicited proposal and providing advice on the concession agreement and financial close;
National Qualifications on a project for the financing, development, technical maintenance and operation of the digital system “National Qualifications System of Russia”.
Industrial and Energy Projects:
KONAR Group on the preparation of a project for the development and operation of a forging and foundry production complex in the Chelyabinsk Region under a PPP agreement (the first federal unsolicited proposal under Federal Law No. 224-FZ);
Konoplex / Penza Region on a project for the development and operation of a production complex for fibre crops processing under a concession agreement (the first federal concession with the Ministry of Industry and Trade; the first PPP project in Russia in the industrial / agricultural sector).
Housing and Utilities (Water & Wastewater):
Rosvodokanal on the preparation of a project concerning the design, development, reconstruction and operation of individual facilities of the centralised water supply and wastewater systems owned by the Municipality of Arkhangelsk under a concession agreement (ROSINFRA Award Winner – Best Utility Sector Project);
GK-65 on the development and operation of facilities for removing biogenic elements – extraction of phosphorus and nitrogen from recycled filtrate – as part of the reconstruction of the Lyubertsy wastewater treatment facilities of Mosvodokanal.
Sports Projects:
ChTPZ / the “Vysota” Ice Arena on the preparation of a concession project for the construction and operation of the “Vysota” Ice Arena in Ozersk, Chelyabinsk Region (Winner of the Moscow Stadium & Arena Awards);
the Osnova Group / Smolensk on a project for the development and operation of a sports and recreation centre based on the “Dolphin” swimming pool in Smolensk (Winner of the “Business Sprint” competition).
Legislative Work (Russian Federation):
VEB.RF on amendments to the draft law refining the procedure and conditions for the implementation of PPP projects in the IT sector for the Second Reading in the State Duma (subsequently adopted as Federal Law No. 604-FZ of 29.12.2022);
a syndicate of banks on the preparation of amendments to the Railway Transport Law in connection with the high-speed rail project.
Legislative Work (CIS):
the EBRD / CIS Inter-Parliamentary Assembly on the development of a CIS Model PPP Law, including drafting comments on the Model Law based on international best practice, as well as other model documentation and development tools;
the EBRD and the Government of the Republic of Uzbekistan on the development of the regulatory framework for PPP and concessions, including strategic documents, a PPP law and implementing regulations.
Projects in CIS Countries:
Veolia on a pilot PPP project in the Republic of Uzbekistan in the utilities sector for the modernisation of the district heating system in Tashkent, including drafting the PPP agreement and supporting negotiations;
the Centre for Advanced Technologies Development on the preparation and implementation of a pilot IT-sector PPP project in the Republic of Uzbekistan for the development and operation of a national product labelling system under a PPP agreement.
Project Finance:
Sberbank, Gazprombank, VTB and Sovcombank on the preparation for and participation in negotiations concerning the credit and security documentation for the high-speed rail project;
Gazprombank and DOM.RF on the “Slavyanka” tram line project in St Petersburg at the financial close stage, including deal structuring, analysis of project documentation, drafting and negotiation of credit and security documentation and a direct agreement with the grantor.
Construction and Real Estate:
Taiga Boguchany on the turnkey construction of a biotechnology complex for deep wood processing (a pulp mill in the Boguchany District of Krasnoyarsk Krai) under an EPC contract;
ChTPZ on the development of an organisational and legal model and documentation for a project to develop a production complex under a special investment contract.
