Konstantin has over 15 years of experience specializing in supporting public-private partnership (PPP) projects and project finance transactions across various sectors, including transport, manufacturing sector, energy, utility infrastructure, and digital technologies.

He has broad experience in advising on development and implementation of infrastructure and other investment projects both in Russia and abroad, including drafting and negotiating concession agreements and other transaction documents, facility and security documents, regulatory and strategic documents, comprehensive deal structuring analysis, negotiations, raising finance and procuring government support for top-priority investments projects.

Konstantin's team advises clients on various projects at all project implementation stages, from initiating a project and competitive tender procedures to contracting and achieving commercial and financial close.

Konstantin is a leading Russian and international expert on various matters relating to improvement of the regulatory and institutional framework in the sphere of infrastructure, PPP, and project finance; he sits on various working groups focusing on improvement of the infrastructure and PPP regulatory framework. Konstantin was involved in drafting numerous legislative and strategic initiatives across Russia and the CIS, Central Asia and Caucuses countries.

a syndicate of Russian banks in connection with Russia's largest concession-based project involving financing, development and operation of the high-speed passenger railway service connecting Moscow and St. Petersburg, and acquisition and operation of high-speed rolling stock; the amount of investments exceeds RUB 1.8 trillion;

clients on construction, renovation, and upgrade of the urban tram lines in Rostov-on-Don, Nizhniy Novgorod, Krasnodar, and Taganrog, and providing security for financing the projects under concession agreements;

a state corporation in connection with financing a project involving renovation and operation of the cultural heritage site, an Ivanovo-based inter-university campus, under a concession agreement;

a syndicate including a major Russian bank and a state corporation in connection with implementation of the sea-port and adjacent area infrastructure project at a sea port in the Northwestern Federal District;

a private project initiator in connection with the project envisaging development and operation, under a PPP agreement, of the Foundry and Forging Complex in the Urals Federal District;

a state corporation in connection with envisaging construction of inland and sea vessels under a PPP agreement;

an investor in connection with implementation of a fish port and general cargo terminal construction project in the Far Eastern Federal District;

a state corporation in connection with the projects envisaging development (renovation) and operation of water-supply and water-disposal facilities in a number of constituent entities of the Russian Federation;

a client in connection with the project envisaging development and operation of a digital platform for attracting private investments in sports and physical training facilities under a PPP agreement;

a concession operator in connection with the development of concession-based projects envisaging construction and operation of oncoradiological centers in the Moscow Region;

a state corporation in connection with the implementation of the railway commuter service project in Moscow and Moscow Region;

a service for operations with self-employed contractors and individuals in connection with the project envisaging development and operation of the platform-employment digital system under a PPP agreement;

RT-Invest Transport Systems in connection with amending the terms and conditions of the Platon Electronic Toll Collection System Concession Agreement;

High-Speed Rail Lines on various matters relating to elaboration of legal and structural schemes of implementation of projects involving construction of high-speed passenger rail service lines connecting Moscow and St. Petersburg (VSM 1) and Moscow and Kazan (VSM 2);

a client on elaboration of the project involving development, implementation and operation of the Intelligent Transport System (including Toll Collection System, Adaptive Traffic Control System, and Transport Safety System) on the Central Ring Road (or TsKAD, in its Russian acronym);

Eighth Concession Company (VIS Group) in connection with the financial close of the Lena River bridge construction and operation project in Yakutsk under a concession agreement, including drafting a risks memorandum and a supplemental and a direct agreements (Winner of ROSINFRA Award in the 2021 Best Trunk Infrastructure Project category);

China Railway Construction Corporation in connection with a project envisaging construction and operation of the Vladivostok Ring Road, including drafting a concession agreement, a concession agreement offer, and client support in negotiations with the public-sector participant;

Sinara Urban Transport Solutions in connection with a project envisaging construction, renovation and operation of the overland electric public transport properties in Rostov-on-Don, Krasnodar and Taganrog under concession agreements;

a private project initiator in connection with elaboration and implementation of the concession-based project envisaging construction and operation of a barrier-free secondary school at Skolkovo Innovation Center, Moscow;

a private project initiator on a project envisaging construction and operation of a sports and recreation center in Cherkessk under a PPP agreement (winner of the contest held under the Business Sprint (I Choose Sports) federal scheme;

RWM Capital in connection with elaboration of a concession-based project envisaging construction and operation of the Egorievsk Highway bypass near Gzhel in the Moscow Region, including drafting a concession agreement;
