Alexander has over 20 years of experience specializing in supporting public-private partnership (PPP) projects and project finance transactions across various sectors, including transport, manufacturing sector, energy, utility infrastructure, and digital technologies.

He has extensive experience in drafting and negotiating concession agreements, PPP agreements, risk allocation memoranda, and corporate, facility, and finance documents. He advises clients on various projects at all project implementation stages, from initiating a project and competitive tender procedures to contracting and achieving commercial and financial close.

Alexander is a member of numerous associations and working groups dealing with PPP mattes, legislative process, investments and regional development.

a syndicate of Russian banks (including Sberbank, VTB, Gazprombank, Sovcombank) in connection with Russia's largest concession-based project involving financing, development and operation of the high-speed passenger railway service connecting Moscow and St. Petersburg, and acquisition and operation of high-speed rolling stock; the amount of investments exceeds RUB 1.8 trillion;

Gazprombank and DOM.RF in connection with the financial close of the project involving construction of a new tram line connecting Kupchino metro station, Shushary and Slavyanka residential settlements in St. Petersburg under a concession agreement;

VTB Infrastructure Holding Company in connection with financing a project involving construction and operation of the Latitudinal High Speed Highway; the City of St. Petersburg acts as a concession grantor;

VEB.RF on construction, renovation, and upgrade of the urban tram lines in Rostov-on-Don, Nizhniy Novgorod, Krasnodar, and Taganrog, and providing security for financing the projects under concession agreements;

RT-Invest Transport Systems in connection with amending the terms and conditions of the Platon Electronic Toll Collection System Concession Agreement;

VEB.RF and Rodina Group of Companies in connection with financing a project involving renovation and operation of the cultural heritage site, an Ivanovo-based inter-university campus, under a concession agreement;

AGA (A) Federal State Unitary Enterprise on the review and negotiation of documents required for execution of concession agreements in relation to financing, development, renovation, and operation of the airfield facilities (airfields, buildings and/or structures designated for aircraft take-off, landing, taxiing, and parking, and airport engineering and maintenance infrastructure in the airports of Kemerovo, Chita, and Stavropol;

VEB.RF and Gazprombank in connection with financing a project involving construction and operation of the Lavna Coal Terminal under the concession agreement, including risk analysis and drafting a direct agreement;

VEB.RF and Magadan Region Development Corporation in connection with the financial close of the project involving construction of the small craft marina and maintenance center in Magadan under a concession agreement;

Advanced Technologies Development Center in connection with designing a project envisaging development of the marking and sales tracing system under a public-private partnership agreement;
