Viktor's focus areas include legal support of public-private partnership (PPP) projects and project finance transactions in infrastructure, transport and energy sectors and advising clients on implementation of various projects under EPC contracts. He is experienced in drafting concession agreements, finance and corporate documents and structuring complex investment projects, construction of transport facilities, development of urban electric transport systems, and implementation of digital solutions in a variety of regions.

Donaerodorstroy in connection with the review of the long-term investment agreement to raise finance for implementation of the M4 (Don) High-Speed Toll Motorway construction and operation project (Krasnodar Far Western Bypass) under the long-term investment agreement;
a client in connection with the construction a major pulp mill, including drafting an EPC contract;
VEB.RF and Sinara-GTR in connection with the project envisaging development and operation of a tram network in Rostov-on-Don;
a client in connection with the project envisaging development and operation of a tram network in Taganrog under a concession agreement;
Digital Primorye in connection with the project envisaging development and operation, under a PPP agreement, of the Regional Information System and related facilities in a number of municipalities in the Primorye Territory;

Russian Environmental Operator on various matters in connection with the preparation of a private concession initiative relating to execution of a concession agreement in relation to solid household waste collection, recycling, neutralization and disposal facilities in a number of settlements in the Republic of Dagestan. The services included drafting a concession agreement and a concession agreement offer;
BTS-MOST on a project envisaging construction and operation of a 30.7-kilometer Perm Northern Bypass;
BTS-MOST on a project envisaging upgrade of the Baikal-Amur Mainline (BAM) and Trans-Siberian Railway (TSR) to increase the carrying capacity to 280 million metric tons of cargo by 2035;
BTS-MOST on a project envisaging construction and operation of a 9.7-kilometer regional motorway connecting Russky Island, Elena Island and Kazanskaya Street, including a 2-kilometer bridge across the Eastern Bosphorus Strait;
Veolia in connection with a project involving operation, maintenance and upgrade of the heat supply system in Tashkent, Uzbekistan;
an investor on a project envisaging construction, under a concession-based scheme, of a cargo terminal at the Port of Poronaysk in Sakhalin Island and adjacent infrastructure, including a railway bridge to Sakhalin;
an investor in relation to a 44.8-kilometer Lytkarino toll road project;
European Bank for Reconstruction and Development (EBRD) and the Government of Azerbaijan in connection with the development of the regulatory framework for implementation of PPP and concession-based projects in Azerbaijan, including drafting policy documents, the PPP law and related regulations.
