Valeria Volynkina
Senior Associate
Valeria specializes in supporting public-private partnership (PPP) projects and project finance transactions in infrastructure, industrial and energy sectors. She has a successful track record of working on projects across various industries including transport, housing and utilities, healthcare.
She provides legal support throughout all project stages, from building up a concept and choosing the legal structure to executing, performing and amending the relevant agreements.
Valeria takes part in drafting and negotiating concession agreements, preparing credit and security documentation, advises on transaction structuring and risk allocation issues. She has experience working on both large-scale federal infrastructure projects and regional initiatives, including the development of public transport and social infrastructure.

VEB.RF and investors in connection with the preparation and financing of a project envisaging the construction, renovation and upgrade of the urban electrical transport systems (tram lines) in Nizhniy Novgorod, Krasnodar, Rostov-on-Don and other regions;
A+ Integration in relation to the establishment of a traffic violation recording system in the Chuvash Republic, including drafting bidding documents and a concession agreement;
Crocus International on potential modification of a long-term investment agreement entered into as part of a project envisaging the construction and operation of the Central Ring Road (Start-Up Facility No. 1);
Veolia in connection with its participation in a tender for the right to conclude a public-private partnership agreement as part of a project envisaging the construction of a water treatment plant in the town of Namangan, Uzbekistan;
