U.S. Toughens Tariffs on Indian Imports for Russian Oil Purchases: Legal Review and Implications

On August 6, 2025, the President of the United States signed an Executive Order imposing an additional ad valorem rate of duty of 25 percent on all imports of articles of India.  The duty, taking effect on August 27, 2025, is aimed at prevention of circumvention of energy sanctions against Russia.  Accordingly, with effect from July 27, the rate of the U.S. duty on Indian imports will increase to 50 percent.
