Credit Digital Assets Under Restriction

On August 25, 2025, the Bank of Russia released an updated banking regulation report outlining plans to restrict credit digital financial assets (DFAs).

The regulator will establish DFA risk assessment and capital calculation procedures, develop disclosure standards and minimum asset quality metrics. From 2026, only qualified investors may acquire credit DFAs, while issuing banks must retain partial risk on "transferred" loans.

These measures aim to reduce double risk for investors and prevent banks from circumventing risk weight add-ons.
