Pavel specializes in representing clients in state and arbitration courts as well as in the course of international commercial arbitration proceedings. He regularly advises on regulatory compliance issues including in the context of internal corporate investigations.
Pavel has significant experience in resolving disputes complicated by foreign and "sanctions" elements, advising clients on compliance with the Russian regulatory requirements.

Selected project experience
International Commercial Arbitration. Pavel has represented:
a Russian operator of an integrated natural gas production, liquefaction and supply project in an ICC arbitration on a dispute with a foreign group that “suspended” the performance of its obligations to Russian counterparties to comply with foreign sanctions;
a Russian oil company in an LCIA-governed arbitration on a dispute related to the performance of obligations under a facility agreement entered into for the purposes of developing an oil field in Russia;
a major hotel operator in an ICAC-governed arbitration on a dispute with a Russian company arising from the non-performance of the contracts for management of four hotels located at an Olympic resort.
a UAE oil trader in a dispute arising out of a supply contract under HKIAC rules;
a major international hotel operator in the ICAC arbitration in a dispute against a Russian company in connection with the failure to fulfill management agreements for four hotels at an Olympic resort;
a major Russian state-owned company in English bankruptcy proceedings in relation to the forced sale of the company’s assets at an undervalue;
a major Russian telecom company in proceedings before the Cyprus court in relation to a corporate dispute
Foreign Courts. Pavel has represented/advised:
a major Russian group in bankruptcy proceedings initiated in the courts of England and Wales against its subsidiaries by the local management to obtain control over IP assets;
a state-owned company in court proceedings carried out in Cyprus for the recovery of damages and the foreclosure on the Russian state-owned property;
a major Russian bank in a series of cross-border proceedings against its former owners and their spouses related to the recovery of damages that the defendants inflicted on the banks under their control;
a leading Russian bank on enforcement of a settlement agreement with its former beneficiaries and the persons controlling a number of Russian banks;
one of the leading scrap-processing enterprises on initiating litigation proceedings in Singapore based on the rules of the Russian tort law;
a Russian bank in complex cross-border proceedings against a European IT startup and its founders. The dispute related to the establishment of the bank's intellectual property rights and the recovery of damages incurred by it;
Russian Courts (including cases containing a foreign element). Pavel has represented/advised:
a gold mining company in the proceedings initiated in Russia over a dispute on invalidation of an option to enter into an agreement on sale and purchase of participation interests in one of the Russian assets;
one of the biggest producers of hybrid vegetable seeds in a dispute over improper performance of a seed growing contract;
a Russian subsidiary of a foreign bank in a dispute aimed at declaring the actions/inactions of bailiffs illegal and having the damages caused by the withdrawal of funds from a bank account using a forged writ of execution obtained in the Republic of Belarus recovered by the Russian Federation;
a Russian operator of an integrated natural gas production, liquefaction and supply project in Russian arbitration courts in obtaining pre-action interim relief in the amount of approximately RUB 5 billion in support of the ICC-governed arbitration (including subsequent proceedings to appeal and cancel the previously-granted interim relief);
a Russian operator of an integrated natural gas production, liquefaction and supply project in enforcement proceedings aimed at seizing the defendant's assets in Russia, including the seizure of receivables;
a leading foreign bank in the procedure for having its claims included in the creditors’ register as part of the bankruptcy of a foreign company. The claims were included in the register through the recognition and enforcement of a judgment rendered by a state court of an "unfriendly" jurisdiction.

Regulatory Compliance. Pavel has represented/advised:
a foreign messenger owner in the course of interaction with Roskomnadzor (the Russian Federal Service for Supervision of Communications, Information Technology and Mass Media) following a refusal by Russian telecom operators to conclude identification agreements with the client;
an international business aviation operator in Russian arbitration courts in connection with the collection of customs duties paid in the course of the operation of an aircraft;
an owner of a large foreign social network in the course of interaction with Roskomnadzor to ensure compliance with the Russian laws including Federal Law No. 149-FZ "On Information, Information Technologies and the Protection of Information" and, subsequently, in cases of administrative offences defined by the Russian Administrative Offence Coder as being specifically applicable to owners of social networks;
a Russian subsidiary of a foreign manufacturer of electronic control and automation systems on conducting an internal investigation to identify cases where special-purpose equipment was purchased at inflated prices through sham companies and, subsequently, in a dispute on invalidation of the dismissal of, and payment of compensation to, one of the employees;
a Russian subsidiary of a gold mining company on conducting an internal investigation to establish the circumstances of the embezzlement of funds by the company’s former management.
