For over 20 years, Bobir has focused on antitrust and corporate law, M&A advice, and resolution of international commercial disputes. He has an LLM degree from the University of Warwick, United Kingdom. Bobir previously held the position of Managing Partner at a multinational law firm. He also served as First Deputy Chairman of the State Antimonopoly Committee of the Republic of Uzbekistan.
Bobir is a co-author of the new version of the Law of the Republic of Uzbekistan “On Competition”. He also leads anti-unfair competition activities and is a member of the Eurasian Alliance of Antimonopoly Experts.
Bobir’s clients include leading multinational corporations and financial institutions, such as KT Corporation, Sumitomo Corporation, Lukoil, Harbin Electric Ltd., CNPC, UzCard, Uzbek airlines, state authorities, and foreign investors.
Selected Experience
Bobir advised:
a major Japanese corporation on entering into a geological exploration agreement and a production sharing agreement (PSA) in the Republic of Uzbekistan;
foreign investors entering the Uzbek market, including participation in negotiations with the Ministry of Investment, Industry and Trade, the State Assets Management Agency, the Ministry of Finance, the Cabinet of Ministers, and sectoral ministries (including the Ministries of Energy, Ecology, and Transport);
an investor in a transaction involving the privatisation of 100% of a state-owned company’s shares, including conducting legal due diligence, drafting and negotiating the share purchase agreement, and preparing and coordinating a draft government resolution granting tax and other project-related incentives;
a private partner in a PPP project with a state-owned company under the Ministry of Transport of the Republic of Uzbekistan involving the implementation of free Wi-Fi services on public passenger transport;
a major domestic textile company in connection with the acquisition of agricultural land plots for the implementation of an investment project.
